(1)1、投标人具有水利水电施工总承包三级（含三级）以上资质；2、投标人具有省、部级建设行政主管部门颁发的企业安全生产许可证；3、投标人拟派项目经理须是本企业水利水电专业贰级（含贰级）以上建造师，须具备省、部级行政主管部门颁发的B类安全生产考核合格证，同时未在其他在施建设工程项目中任职。
