根据生态环境部关于国家生态文明建设示范区创建工作有关事项的要求，为江门市江海区国家生态文明建设示范区创建申报工作提供技术服务，按时保质完成申报资料编制。



1.资料收集与指标分析开展前期调研，提出资料清单。与自然资源局、发展和改革局、农业农村和水利局、住建局等部门以及采购人相关科室对接与交流，全面收集申报工作所需的资料。2.申报资料编制根据《国家生态文明建设示范区建设指标》（修订版）《国家生态文明建设示范区管理规程》等相关规定，编制申报资料初稿，具体包括：创建工作报告、创建指标完成情况、创建技术报告、证明文件和支撑材料报告，并提交至广东省生态环境厅。①编制创建工作报告系统全面收集江海区在创建国家生态文明示范区过程中所做的工作，总结江海区创建国家生态文明示范区成效、经验和特色，明确进一步深化生态文明建设的工作建议，编制《江门市江海区创建国家生态文明建设示范区工作报告》。②编制技术报告按照国家生态文明建设示范区创建最新要求，结合江门市江海区的实际情况，根据已收集的证明材料，针对创建指标分别编制技术分报告，包括指标的解释、考核要求以及考核结果等方面的内容。③编制指标完成情况对照国家生态文明建设示范区创建最新要求，梳理成套江海区近3年国家生态文明建设示范区创建指标达标证明文件。创简要说明创建指标完成情况，编制《江门市江海区创建国家生态文明建设示范区指标完成情况》。3.技术解答按照国家生态文明建设示范区创建工作要求，组建技术项目组，配合采购人申报国家生态文明建设示范区创建工作，提供技术支援，协助汇报和解答相应的技术问题。



签订合同之日起至本项工作完成验收。



根据生态环境部办公厅 《关于印发<国家生态文明建设示范市县建设指标><国家生态文明建设示范市县管理规程>和<“绿水青山就是金山银山”实 践创新基地建设管理规程（试行）>的通知》（环生态〔2019〕76号）、《国家生态文明建设示范区管理规程（修订版）》 和《国家生态文明建设示范区建设指标（修订版）》（环办生态函〔2021〕353号），江海区于2018年制定印发了《江门高新区（江海区）国家生态文明建设示范区创建规划（2018-2025年）》，编制创建工作报告、技术报告和指标完成情况等申报材料。
