《规划》范围包括但不限于福州市境内三级河道（大樟溪、敖江、龙江福州段）、跨县（市、区）河道及鼓楼、台江、晋安、仓山、马尾区辖区内四、五级河道。

规划成果需通过技术审查，并获福州市人民政府批复。

（1）合同签订后300天内完成规划报告（初稿）；提交规划报告向相关部门及县（市）区征求意见，并60天内完成规划报告送审稿。 （2）规划报告送审稿通过技术审查后60天内完成报告报批稿，报福州市政府批复后印发。 （3）规划报告提交后60天内，提交科研成果报告。
